Councilor Mercier is in league with the Over-Warden. Mercier is to turn a blind eye to the Over-Warden's expanding operation, and neutralise the Keepers; in return, the Over-Warden can supply Mercier with damaging information on other members of the Council (which Mercier can use as leverage) and a cut of the Undermarket profits. Their interference has put the Keepers in danger; not to mention trying to kill me, an action I cannot ignore. If I can destroy their pact, life can return to normal.
