Originally serving as a military outpost for a war that never was and then being abandoned for decades, Bluerock prison was at some point given to the order of the Builder to run a prison for the City's most renowned criminals. Its secluded location in the mountains making any serious attempts of escape too dangerous to be considered, as most would perish to the elements before reaching any sort of civilization.
